Первоначально программа «Jean Monnet» была открыта в 1989 г. и получила свое название в честь известного французского государственного деятеля, одного из «архитекторов» Европейского Союза Жана Моне (1888 – 1979).

Её Цель - привнесение европейского измерения в системы высшего образования (European Studies). В ней участвует 78 стран, более 800 университетов

Всего в рамках программы профинансировано 4 460 проектов по тематике европейской интеграции. Каждый год в программе участвуют около 1700 преподавателей и примерно 265 000 студентов.

“European experience of Innovative culture and Intellectual property relations: communicative aspects” grant.

An educational project “European Experience of Innovative Culture and IPR: Communicative aspects” is being implemented in ISC at the moment. The implementation of the project has become possible due to “Jean Monnet Modules” grant awarded within the framework of “Erasmus+” program. Launched in 1989, “Jean Monnet” program got its name after Jean Monnet, an outstanding French statesman and one of the founders of EU. One of the main program objectives is to contribute to innovation adoption in the field of interdisciplinary research, public educational sources and network interaction.

It is necessary to emphasize that it is the first time “Jean Monnet Modules” grant program has been implemented in UdSU and it is a three-year project.

The major aim of the project is to popularize the European experience of innovative culture and intellectual property research in communicative activity and to represent it in a comparative analysis to the Russian one. While implementing the project we set the following tasks:

  1. to identify communicative aspects of European experience of Innovative culture;
  2. to identify communicative aspects of challenges that the field of intellectual property in EU and Russia meets;
  3. to find out the ways to apply European experience of innovative culture and intellectual property relations in communication activity to Russian conditions;
  4. to emphasize the prospects of communicative aspects of intellectual property development both in Europe and Russia.

The project “European Experience of Innovative Culture and IPR: Communicative aspects” meets the requirements of the international educational “Jean Monnet Modules” grant program. As it has been the first experience of such program being implemented, the work is extremely challenging and the following aspects are the most problematic:

  1. international;
  2. modular;
  3. educational;
  4. related to the foreign grant;
  5. systematic.

These problems are acute and need solving as intellectual activities products by Russian citizens must constitute intellectual property, first of all, of Russia itself but not of a foreign country. And this project is a good way to learn the basics of intellectual property products promotion and establishing intellectual property rights.

Analysis of the European experience of innovative culture and intellectual property research in communication activity is based on the interdisciplinary approach. For instance, the course is closely connected to such subjects as social philosophy, computer science, information law, management of innovations, economics, etc. However, all the disciplines listed differ by their subject of research. The implementation of the grant project implies lecturing on 3 extracurricular courses: “European experience of innovative culture: communicative aspects”, “European and Russian experience of intellectual property research in communication activity” and “Innovative English language media in EU: role and functions”. Lectures and seminars have been held on two first courses during the first year of the grant project. Initially, the courses were meant for the students getting their Master’s degree in Advertising and Public Relations. But because of a number of difficulties they have to be implemented in the framework of The Institute of Postgraduate and Professional Training curricula.

During the first year of the grant project 14 trainees participated in the course.

Electronic version of learning and teaching resources within the grant project is being worked out at the moment. The resources provided through Russian domestic social net “VKontacte” seem to be more required as it is just more popular in Russia than “Facebook”, the international social net. The 2nd of June saw a scientific and methodological seminar called “European Experience of Innovative Modular System”. By that time one more “Vkontacte” network community had been created.

The seminar was held in a conference hall (room 003, building 1, UdSU) hosting about 40 participants.

The participants were greeted by M.M. Kibardin, a vice-rector for academic and educational work.

I.A. Latypov, D.Sc, professor made a speech on the European experience of innovative modular system.

O.V. Menshatova, PhD, assistant professor briefed on the work program of “Innovative English language media in EU: role and functions” academic course.

The seminar resulted in the certificates on the completion of the course having been awarded to 14 grant project trainees issued by The Institute of Postgraduate and Professional Training.

On the 19th of June a round table “European Experience of Innovative Culture and Intellectual Property Relations: Communicative aspects” (based on “Jean Monnet” program implementation experience in UdSU”) was held in room 229, building 1, UdSU. The round table preparations required the creation of one more “Vkontacte” network community available at vk.com/event148302692.

The round table attracted 46 participants.

The participants were greeted by S.D. Buntov (UdSU administration counsellor) and E.N. Angolenko (Head of the Curriculum and Instruction Department).

L.V. Evseeva, head of the International Programs Department, made a speech on “Jean Monnet” application form peculiarities (within the framework of “Erasmus+” program) and gave practical recommendations.

I.A. Latypov, D.Sc., professor, spoke on the educational project “European Experience of Innovative Culture and Intellectual Property Relations: Communicative aspects” – Project № 575008-EPP-1-2016-1-RU-EPPJMO-MODULE (EICIPRC).

S.A. Danshina, chair of the Department of History, Theory and Practice of Social Communications, described the prospects for getting Master’s degree in the field of Advertising and Public Relations in the Institute of Social Communications.

L.N. Petukhova, expert of Curriculum and Instruction Department of UdSU, deputy head for academic work in the Institute of Sciences, made a presentation on the topic “Modular Education in the Institute of Sciences”.

M.U. Savel’ev, PhD, chairman of the board of “Mitra” association, specializing in the problems of business activity and social development methodology, made a report on the topic “Methodological tools of dealing with management training crisis”.

M.P. Lobanov, head of the Intellectual property protection department, made a report on the topic “Intellectual Property in UdSU”.

O.V. Menshatova, PhD, assistant professor described the prospects for “Innovative English language media in EU: role and functions” academic course.

A.I. Karmanchikov, PhD, Assistant professor, the Institute of Civil Protection, gave an overall assessment of the project implemented on behalf of the group of trainees.

The round table resulted in the international certificates on the completion of the course having been awarded to the grant project trainees. It is necessary to emphasize that the project implementation involves huge and difficult work, most part of which is still ahead.

О проекте

Аннотация проекта:

Основная цель проекта - распространение европейского опыта формирования инновационной культуры и исследований интеллектуальной собственности в коммуникативной деятельности в сравнительном анализе с отечественным опытом в данной сфере.

Задачи:

  • Выявить коммуникативные аспекты европейского опыта инновационной культуры,
  • Выявить коммуникативные аспекты проблем интеллектуальной собственности в ЕС и РФ,
  • Возможности использования европейского опыта инновационной культуры и отношений интеллектуальной собственности в коммуникативной деятельности в РФ;
  • Перспективы развития коммуникативных аспектов интеллектуальной собственности в Европе и РФ.

Проект «European experience of Innovative Culture and IPR: Communicative aspects» реализуется в соответствии с требованиями международной модульной образовательной грантовой программы «Jean Monnet Modules». Так как подобный проект реализуется впервые, то в ходе его реализации возникает множество незнакомых проблем. Соответственно, эти проблемы связаны со следующими аспектами:

Решение этих проблем необходимо в связи с тем, что результаты инновационной деятельности россиян должны быть основой интеллектуальной собственности, прежде всего, в России, а не за рубежом. Почему бы не поучиться основам продвижения и закрепления результатов инновационной деятельности в виде интеллектуальной собственности?

Анализ европейского опыта формирования инновационной культуры и исследований интеллектуальной собственности в коммуникативной деятельности предполагает связи с различными науками. В частности, курс связан с социальной философией, информатикой, информационным правом, инновационным менеджментом, экономикой и др. Однако вышеназванные дисциплины имеют различные предметы исследования.

Преподавателям, работающим по данному гранту, необходимо сверх учебной нагрузки вести занятия по следующим 3 предметам: «Европейский опыт формирования инновационной культуры: коммуникативные аспекты», «Европейский и отечественный опыт исследования интеллектуальной собственности в коммуникативной деятельности» и «Инновационные англоязычные СМИ в Евросоюзе: роль и функции». Но в первый год реализации проекта необходимо вести занятия пока только по первым двум из указанных предметов. Первоначально предполагалось проведение занятий в рамках образовательной программы магистратуры по направлению «Реклама и связи с общественностью» (РиСО). Однако в связи с некоторыми сложностями открытия магистратуры по направлению РиСО, была разработана программа повышения квалификации в рамках учебных планов ИДПО УдГУ.

В первый год реализации проекта занятия по этим предметам были проведены для 14 слушателей ИДПО.

Для реализации данного грантового проекта в настоящий момент материалы разрабатываются в электронной версии. По причине значительной популярности социальной сети «вКонтакте» в России ресурсы проекта в этой сети пока являются более посещаемыми, по сравнению с ресурсами проекта в сети «Facebook» (на настоящий момент). В частности, для информационной поддержки курса была создана сетевая группа вКонтакте - «Инноватика+IPR: опыт ЕС и РФ».


Мероприятия

2 июня 2017 года в УдГУ проводился научно-методический семинар по модульному образованию «Европейский опыт формирования инновационной модульной системы».

Участники данного Научно-методического семинара обсуждали итоги первого года реализации гранта. Грантовый проект в 2016-2017гг. проект реализовывался в виде повышения квалификации в области коммуникативных аспектов Европейского и отечественного опыта инновационной культуры и отношений интеллектуальной собственности. 2 июня обсуждали в т.ч. и электронные и интерактивные формы и методы работы со слушателями подобных курсов. 19 июня в ауд. 229, 1 корп. УдГУ состоялся круглый стол, в котором приняли участие 46 человек.

C приветственным словом к участникам обратились Бунтов С.Д. (советник при ректорате УдГУ) и Анголенко Е.Н. (начальник Учебно-методического управления).

Особенности подготовки проектных заявок в рамках акции «Jean Monnet» программы «Erasmus+» охарактеризовала Евсеева Л.В., Начальник отдела международного сотрудничества УМСиСО УдГУ.

Проект акции «Jean Monnet Module» программы Европейского Союза Erasmus+ «European experience of Innovative Culture and Intellectual Property Relations: Communicative aspects» - Project № 575008-EPP-1-2016-1-RU-EPPJMO-MODULE (EICIPRC) представил д.ф.н. Латыпов И.А.

Возможности развития магистратуры РиСО в ИСК охарактеризовала Даньшина С.А., зав. каф. истории, теории и практики социальных коммуникаций.

Презентацию «Модульное образование в ИЕН» заочно представила Петухова Л.Н., специалист по УМР в УМУ УдГУ, Заместитель директора ИЕН по учебной работе.

С докладом «Методологические средства преодоления кризиса управленческого образования» выступил Савельев М.Ю., к.э.н., с.н.с. УдГУ, председатель совета директоров Ассоциации по методологическому обеспечению деловой активности и общественного развития «Митра».

Доклад «Интеллектуальная собственность в УдГУ» представил Лобанов М.П., Начальник сектора охраны интеллектуальной собственности УдГУ.

Перспективы развития программы «Инновационные англоязычные СМИ в Евросоюзе: роль и функции» в рамках грантового проекта охарактеризовала к.и.н., доц. О.В. Меншатова.

С отзывом от слушателей программы выступил к.п.н., доц. Карманчиков А.И. (ИГЗ).

В конце круглого стола слушателям курса были вручены международные сертификаты.

Подводя предварительные итоги первого года реализации проекта, следует отметить, что сложностей было достаточно много. Работа проделана большая, но предстоит сделать ещё больше.
